Watertown man accused of choking woman holding two infant daughters

WATERTOWN, NY —  Russell R. Shepherd, III, 30, of 935 State St., Apt. 1, Watertown, was charged by Watertown police at 12:41 a.m. Friday, July 26, at his residence with first-degree criminal contempt, a felony, criminal obstruction of breathing or blood circulation, a misdemeanor, and two counts of endangering the welfare of a child.

Mr. Shepherd is accused of violating the terms of a City Court order of protection by placing his hands around the neck of Shelby Dinzler and applying pressure while she was holding two 2-month-old female twins during a domestic incident at about 12:23 a.m. Friday at 935 State St., according to court documents.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment Friday morning in City Court.
