WATERTOWN, NY — Kevin B. Youmans, 18, of 542 Cooper St., Apt. 2, Watertown, was charged by Watertown police at 1:23 a.m. Tuesday, June 13, in the 100 block of High Street with second-degree harassment.
He is accused of slapping his girlfriend, Hailey S. Dean, 19, Watertown, on her back during a domestic incident at about 1:21 a.m. Tuesday in the 100 block of High Street, police said.
He was being held pending arraignment Wednesday morning in City Court.
