Billy J. Simmons, 41, of 529 Emerson St., Watertown, was charged by Watertown police at 11:09 a.m. Saturday, Oct. 12, in the 200 block of S. Pleasant Street with second-degree harassment.
He is accused of verbally threatening Erika P. Grant, 42, Adams, in the presence of uniformed police officers at about 11:08 a.m. Oct. 12 in the 200 block of S. Pleasant Street, according to court documents.
He was being held pending arraignment in Town of Watertown.
