Watertown woman charged twice in same week with driving while ability impaired by drugs, police say

WATERTOWN, NY —   Melissa R.A. Flowers, 39, of 109 N. Pleasant St., Watertown, was charged by Watertown police at 9:16 p.m. Friday, Nov. 1, in the 100 block of Union Street with first-degree operation of a motor vehicle while ability impaired by drugs, third-degree aggravated unlicensed operation, illegal signal from a parked position, no insurance and driving without a license.

She is summoned to appear Nov. 13 in City Court.

Ms. Flowers was previously charged by Watertown police at 12:50 a.m. Monday, Oct. 28, in the 200 block of Arsenal Street with first-degree operation of a motor vehicle while ability impaired by drugs, third-degree aggravated unlicensed operation, failure to use signal lights and no headlights.
