WATERTOWN, NY —Â Flora R. Dowden, 39, of 26177 State Route 3, Apt. 7, Watertown, was charged by Watertown police at 11:00 p.m. Monday, Jan. 6, at the Metro-Jefferson Public Safety Building with first-degree operation of a motor vehicle while ability impaired by drugs and failure to keep right in connection with an incident Oct. 30, 2019.
She is summoned to appear Jan. 24 in City Court.
