WATERTOWN, NYÂ — Tonyia L. Mullen, 26, of 508 Cross St., Watertown, was charged by Watertown police at 9:42 a.m. Sunday, May 27, in the 200 block of Washington Street with third-degree aggravated unlicensed operation and using a mobile phone while driving. She is summoned to appear June 12 in City Court.
