WPD: Man choked woman during domestic incident

WATERTOWN, NY —  Henry R. Carter, 37, of 914 Remington St., Watertown, was charged by Watertown police at 12:16 a.m. Wednesday, Jan. 29, at his residence with criminal obstruction of breathing or blood circulation.

Mr. Carter is accused of throwing 31-year-old Samantha Carter down, got on top of her and placed his right hand over the victim’s neck and squeezed to the point that the victim was unable to breathe for a short period of time at about 11:58 p.m. Tuesday, Jan. 28, at 914 Remington St., according to court documents.

He was being held at the Metro-Jefferson Public Safety Building pending arraignment Wednesday morning in City Court.
