Benjamin D.P. Rappel, 23, of 661 Factory St., Apt. 14-3, Watertown, was charged by Watertown police at 2:25 a.m. Saturday, Aug. 15, at 661 Factory St. with second-degree reckless endangerment. Mr. Rappel is accused of setting a Bible on fire n an occupied apartment building at about 2:00 a.m. Saturday creating a substantial risk of serious injury to other occupants in the building, police said. He is summoned to appear Nov. 13 in City Court.
John A. Lowden, Jr., 35, of 409 Academy St., Apt. 4, Watertown, was charged by Watertown police at 5:54 a.m. Saturday, Aug. 15, at his residence with third-degree criminal mischief, a felony. Mr. Lowden is accused of damaging a Samsung Galaxy S10E valued at $599.99 belonging to a 41-year-old woman by throwing the phone to the ground during a domestic incident at about 5:02 a.m. Saturday, police said. He was being held pending arraignment Saturday morning in City Court.
Theodore S. Randall, 58, of 764 Mill St., Watertown, was charged by Watertown police at 12:25 a.m. Sunday, Aug. 16, at his residence with fourth-degree criminal mischief, a misdemeanor, and second-degree harassment. Mr. Randall is accused of damaging a Sony television valued at $328 when he intentionally stepped on a trailing cable causing Patricia Oatridge to stop abruptly and drop her television resulting in damage at about 11:30 p.m. Saturday, Aug. 15, at 764 Mill St., according to court documents. He was being held pending arraignment Sunday morning in City Court.
Nysa M. Lee, 23, of 1429 Gill St., Apt. 453B, Watertown, was charged by Watertown police at 1:28 a.m. Sunday, Aug. 16, at 1429 Gill St. with first-degree criminal contempt, a felony, second-degree harassment and endangering the welfare of a child. Ms. Lee is accused of violating the terms refrain-from order of protection when she slapped Joshua Lee, 27, in his face while he was holding a 2-year-old girl during a domestic incident at about 1:10 a.m. Sunday at 1429 Gill St., Apt. 453B, according to court documents. She was being held pending arraignment Sunday morning in City Court.

Joshua J. Nortz, 41, of Soft Maple Road, Croghan, was arrested Saturday night by Lewis County sheriff’s deputies following a UTV pursuit in the town of Croghan. “A deputy noticed two UTVs turn on to the Erie Canal Road from State Route 812 and attempted to initiate a traffic stop. Both UTVs fled at a high rate of speed down Erie Canal Road with the deputy’s lights and siren activated. One of the UTVs turned off onto the Mount Tom Road and the deputy continued to pursue the other on Belfort Road. The UTV then attempted to male a left hand turn on Effley Falls Road but was unable to negotiate the curve and lost control of the vehicle causing it to rollover with the vehicle ultimately coming to rest on its side.” Mr. Nortz was determined to be the driver. He was administered field sobriety testing which he failed and was transported to the Lewis County Public Safety Building where he refused a chemical testing, deputies said. He was charged with felony DWI, refusal to take a breath test and 10 other traffic citations. He was arraigned and released on his own recognizance. The Lewis County Sheriff’s Office was assisted by the New York State Police, Croghan Fire Department, Lewis County Search and Rescue and Lachausse Towing.

Tyjara A. Murphy, 26, Watertown, was charged by state police at 8:01 p.m. Saturday, Aug. 15, at Little Owl Court and Northern Lane in the town of LeRay with felony aggravated driving while intoxicated under Leandra’s Law, aggravated DWI, and endangering the welfare of a child. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Troopers did not provide her BAC or the age of the child in the vehicle. She is ordered to appear in LeRay Town Court at a later date.
An 18-year-old Carthage man was charged by state police at 4:35 p.m. Saturday, Aug. 15, with disseminating indecent material to a minor, a felony, and endangering the welfare of a child, a misdemeanor, in connection with an incident reported Feb. 26 in the town of Croghan. Troopers did not provide further details of the arrest.
Kelli E. Barker, 29, Mexico, was charged by state police at 4:38 p.m. Saturday, Aug. 15, at 6 Samuel Way in Mexico with petit larceny in connection with an incident reported 12:09 p.m. Saturday in the village of Mexico. Troopers did not provide further details of the arrest.
Shawn M. Riddell, 26, Hannibal, was charged by state police at 8:36 p.m. Saturday, Aug. 15, on County Route 57 in the town of Schroepel with driving while intoxicated. Troopers did not provide his BAC. He is summoned to appear in court at a later date.
