Watertown Police Department:

Lucius P. Percy, 26, Watertown, was charged by Watertown police at 7:05 p.m. Wednesday, Aug. 26, at 243 Sterling St. with third-degree criminal mischief, a felony, second-degree criminal contempt, a misdemeanor, and second-degree criminal trespass, a misdemeanor. Mr. Percy is accused of violating the terms of a Jefferson County Family Court order of protection when he damaged a door belonging to Robin A. Bailey, 55, Adams, at about 1:00 a.m. Wednesday at 243 Sterling St., according to court documents. He allegedly broke open an exterior door valued at $500, police said. He was being held pending a video arraignment.

Joshua J. Wiebe, 21, of 424 Arsenal St., Watertown, was charged by Watertown police at 9:13 p.m. Wednesday, Aug. 26, at 929 Arsenal St. with criminal possession of a firearm. “The defendant did knowingly possess a .45-caliber Ruger model 1911 pistol without having a valid concealed weapons permit,” at about 7:18 p.m. Aug. 26 at 424 Arsenal St., according to court documents. He is summoned to appear Nov. 24 in City Court.

Arrested at 6:40 PM for Criminal Obstruction of Breathing, fourth-degree criminal mischief damage property and second-degree harassment physical contact. Defendant was involved in a verbal argument with the victim which escalated to a physical altercation, police said. Defendant allegedly punched and pushed the victim. Defendant also is alleged to have put his hands on the victim’s neck applying pressure, police said. During the incident the victim’s cell phone and necklace were broken. Defendant was arrested and released with an appearance ticket with a Gouverneur Town Court date.

Arrested at 7:56 AM for Criminal Possession of a Controlled Substance 7th and Possession of a Hypodermic Needle. Defendant, a New York State Parolee, had a home check completed on her place of residence at 29 Prospect Street by her New York State Parole Officer. During said home visit, New York State Parole Officers found a bag which contained numerous hypodermic needles, numerous empty glassine envelopes, and two glassine envelopes which contained a white powdery substance that field tested positive for heroin, police said. Defendant issued appearance tickets with a Gouverneur Town Court date. Defendant was then released to New York State Parole Officers on a New York State parole warrant.

Arrested at 2:18 PM for 32 counts of Criminal Contempt 2nd Disobey Court Mandate and 2 counts of Criminal Contempt 1st Threat by Communication (felony). Defendant violated a St. Lawrence County Family Court no contact order of protection 34 times between the dates of 12/12/2019 to 8/5/2020 by third party contact, police said. Defendant was arraigned before Judge Dann at the Gouverneur Town Court and was held with no bail. Defendant was transported to the St. Lawrence County Correctional facility to await his next Gouverneur Town Court date.

Lynn M. Nuffer Jr., 44, of 5216 Greig Road, Greig, was charged Aug. 26 by Lewis County sheriff’s deputies with aggravated driving while intoxicated, imprudent speed and failure to keep right. “On June 13, 2020, at about 11:04 p.m., the Lewis County Sheriff’s Office investigated a single vehicle personal injury accident on Pine Grove Road in the town of Greig. Nuffere was identified as the operator of the vehicle and was suspected of being intoxicated by alcohol. Nuffer was injured in the crash and provided a blood sample at the scene for toxicological analysis which was forwarded to the NYSP Forensic Investigation Center in Albany. Upon receipt of the toxicology results, it was revealed Nuffer’s blood alcohol content was 0.26 percent at the time of the crash,” deputies wrote. A blood alcohol content of 0.08 percent or more is considered proof of intoxication under state law. Aggravated DWI, which carries harsher penalties upon conviction, is charged when the BAC is 0.18 percent or greater. Nuffer turned himself into deputes on Aug. 26. He is summoned to appear in Greig Town Court at a later date.

Ronald A. Murray Jr., 36, of 31569 Burnt Road Road, Cape Vincent, was charged on Aug. 18 by Lewis County sheriff’s deputies with petit larceny. “On Nov. 25, 2019, the Lewis County Sheriff’s Office investigated a larceny complaint from Walmart in Lowville in which two males had left the store without paying for $446 worth of goods. Through investigation, eventually the identity of one of the males was learned to be Ronald A. Murray Jr. Due to the on-going COVID pandemic, a warrant for Murray’s arrest was not able to be obtained due to all courts being closed. However, on Aug. 18, 2020, deputies received another attempted larceny complaint from Walmart where the suspects had since fled in a vehicle. Deputies located the suspect vehicle on River Road in Watson where Murray was located inside and taken into custody for the 2019 larceny complaint,” deputies wrote. He is summoned to appear in Lowville Town Court at a later date.

A woman was injured Tuesday morning after a two-vehicle collision in the village of Clayton, according to the Jefferson County Sheriff’s Office. “Investigation reveals that Jason D. Askvig, 43, of 272 Thompson Blvd., Watertown, was operating a 2005 tractor trailer registered to Pala Wood Services Co., 22566 County Route 32, Watertown, at about 10:58 a.m. when he turned left from Strawberry Lane, starting from the center of the roadway due to a nearby parked and unoccupied car. Paula L. Jolley, 57, Evans Mills, was traveling south on Brooks Drive at the time of Askvig’s turn. The trailer turned wide into the oncoming lane coming in contact with 2011 Hyundai operated by Jolley resulting in damage. A witness said Ms. Jolley had slowed upon approaching the other vehicle initially leaving adequate clearance. The witness reported her vehicle continued rolling forward as the tractor trailer was turning,” deputies wrote. She was transported to Samaritan Medical Center for treatment of unspecified injuries. No tickets were issued, according to an accident report.

An 11-year-old Norfolk boy was charged at 11:30 a.m. Aug. 21 with third-degree rape, a felony, in connection with an incident reported April 6 in the town of Norfolk, according to state police. Further details were not provided.

Lauren M. Houser, 32, Watertown, was charged by state police at 2:53 p.m. Wednesday, Aug. 26, in the town of Diana with driving while intoxicated. She is summoned to appear in Diana Town Court at a later date.

Kimberly A. Gumm, 39, Watertown, was charged by state police at 5:15 p.m. Tuesday, Aug. 25, in the town of Watertown with petit larceny. Troopers did not provide further details of the arrest. She is summoned to appear in town of Watertown Court at a later date.

Kyle A. St. Clair, 22, Watertown, was charged by state police at 6:33 p.m. Wednesday, Aug. 26, in the city of Watertown with second-degree criminal possession of marijuana, a felony, and seventh-degree criminal possession of a controlled substance. He is summoned to appear in City Court at a later date.

Dakota L. Bertges, 22, Mexico, was charged by state police at 9:08 p.m. Wednesday, Aug. 26, in the town of Richland with first-degree operation of a motor vehicle while ability impaired by drugs. He is summoned to appear in Richland Town Court at a later date.
